For an introduction to the Drupal 9 and later migration framework. start out by reading these documentation pages on Drupal.org:

• Executing migrations

These are the main extensions provided to help with migrations. Most of these are meant to be used along with drush.

• Migrate Manifest – provides a drush command for running migrations.
• Migrate Tools – provides tools for running and managing Drupal migrations.
• Migrate Plus – provides extensions to core migration framework functionality, as well as examples.
• Migrate Scheduler – facilitates executing migrations on a particular schedule.
